The stores near you ( gardening stores) should cary special lights for that
I am in cold winter area, too. I’ve used Gro-Light “Bright Sticks” with some success. They are available at garden centers, yard & barn stores, and some large hardware stores.
I think they are manufactured by GE.
Absolutely nothing is really as effective as abundant daylight, of course. These may help a bit. Ordinary fluorescent lights also help a bit.
I wish you good luck! People like us should probably move to areas with looooong growing seasons/mild winters.
