I have the hill top house and I noticed that there was other farming plot a little bit down the road, not the one next to the Ocean House plot. I’ve tried clearing it and plowing it with my hoe. I can pull out the weeds, but when I try to make a spot to plant seeds nothing happens. Do I need to pay for it? And if so where would I do that?

You can only till and plant on land you own. When you first start the game, that means only the plot you chose from the Mayor. You can buy additional plots of land at the Town Hall from Elli.
